Parolee Arrested Following Standoff with Marshals

A man wanted in connection with an assault in El Monte and for being a parolee at large was taken into custody today after he barricaded himself in a building at an El Monte apartment complex, authorities said.

The standoff in the 11600 block of Ferris Road began about 1:30 p.m., Chief Inspector Thomas Hession of the U.S. Marshals Service said.

A sheriff's SWAT team and agents from the Marshals Service Regional Fugitive Task Force surrounded the complex, evacuating residents of its 15-20 units as well as those from several houses on either side of the apartments, Hession said.

The suspect -- identified as 26-year-old Frankie Garcia -- surrendered without further incident just after 5 p.m., Hession said.

He was handed over to El Monte police, he said, adding that the assault was being investigated by West Covina police.

No weapon was found, but Garcia has a history of being armed, Hession said.
